Who control the ERP the management or staff??????

ERP Solutions is not just a single independent application like Accounting, HR, payroll, eCommerce, etc with no defined connectivity, but its a process driven interdependent platform which enable all users/employees to work as a team. 

Every stakeholder has a part to play from the lower employee to the upper ranking employee in any of these functions:(RESPONSIBLE for data entry or reporting, ACTIONABLE task required by you e.g. Document approval, CONTROL of postings, reporting, policies, etc or INFORMED about transactions at the end of periods.) 

From this perspective, i do not thinks that ERP usage within an organization is optional except there is an alternative tool which the company is fine with. 

Companies using ERP solution should have periodic sessions, trainings or workshops where they are reminded, encouraged and introduce to Value delivery from the solution. 
E.g. Data integrity, Governance, information visibility at all levels, enhanced processing, improved employee skills, etc. Doing this will help the employee to appreciate the value in the use of ERP.
